Notice of Intent to Sole Source to Whitfield & Eddy P.L.C. for Title Services for NRCS Iowa’s Flood Plain Easement Program

USDA Farm Production and Conservation (FPAC) Business Center (BC), Acquisitions Division (AD) intends to issue a Sole Source award to Whitfield & Eddy P.L.C. of Des Moines, Iowa to complete title services on 11 real property easements. FPAC intends to procure these services under authority of FAR 13.106-1(b).

This will be a commercial acquisition using simplified acquisition procedures and will be classified under North American Industry Classification System (NAICS) 541191 with a Small Business Size Standard of $19.5 million. This is a Sole Source Notice and not a request for quotations. No solicitation document is available with this notice. A determination not to compete this proposed order based on responses to this notice will be made at the discretion of the Government. Information received from firms as a result of this notice will be considered for support of the Government’s determination to support of a non-competitive strategy.
