Amendment 0001 serves to provide the following changes:
1. Change Contracting Officer to Kristina Baker (kristina.baker@usda.gov). All supporting documents shall reflect this change.
2. Provide Government Answers to Contractor Questions, see attachment posted in this amendment.
3. Provide a Revised Price Schedule, see attachment posted in this amendment. Revised price schedule must be utililized when submitting a quote.
4. No other terms or conditions are changed and the quote due date remains June 5th, 2024 at 1 PM CST. Contractors must acknowledge this amendment when submitting their quote.

This is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in Federal Acquisition Regulation (FAR) Subpart12.6, as supplemented with additional information included in this notice. Thi sannouncement constitutes the only solicitation. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number 12FPC124Q0026 is being issued as a Request for Quotation (RFQ). The acquisition procedures at FAR Parts 12 & 13 are being utilized.
The Government anticipates the award of one firm fixed-priced Blanket Purchase Agreement (BPA) resulting from this solicitation. Award will be made to the responsible quoter whose quote is the lowest price, technically acceptable quote which conforms to the solicitation requirements. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-04 effective May 1, 2024. This is a total (100%) small business set-aside.
NAICS 541620, “Environmental Consulting Services”, which has a Small Business Administration size standard of $19.0M. For more information on size standards visit, http://www.sba.gov/size. Active SAM registration is required in order to be awarded this agreement and must remain active throughout the period of performance.

Description of Services: The vendor shall furnish the reconnaissance and investigation reports, described herein, when requested by the contracting officer (or the authorized representative of the contracting officer) within the five (5) year period commencing on the date of the BPA award. Upon the expiration date, the agreement is considered completed and new orders/calls shall not be placed.
Date(s) and Place(s) of Delivery and Acceptance: The performance period for BPA is anticipated to be June 15, 2024 - June 14, 2029. Place of perfromance will be throughout the State of Iowa. Quoters must read and follow the additional instructions contained within this solicitation to receive consideration.
