This is a combined synopsis/solicitation for commercial products prepared in accordance with the format prescribed in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

Solicitation 127EAV25Q0020: Las Dispensas Reforestation Santa Fe National Forest is issued as a request for quote (RFQ). This procurement is being issued as a 100% SMALL BUSINESS SET-ASIDE. The Santa Fe National Forest New Mexico has a requirement for tree planting and protection tube installation on 1025 acres. The applicable NAICS is 115310-Support Activities for Forestry, for which the small business size standard is $11.5 million (PSC: F005-Natural Resources/Conservation—Forest Tree Planting).

This solicitation document incorporates provisions and clauses of those in effect through Federal Acquision Circular (FAC) 2025-03 dated January 17, 2025. The result of this requirement will be a Firm Fixed Priced (FFP) contract. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so. The contractor shall provide pricing in accordance with the Schedule of Items and specifications/salient characteristics.

Questions: All questions regarding this solicitation must be submitted no later than 1700 Mountain Time on May 27, 2025. Questions will only be accepted via email. Emails should be addressed to the attention of the Contracting Specialist, Shavera Leveille at shavera.leveille@usda.gov.

08/15/2025-10/31/2025 Basis for Award: Offers will be reviewed for conformance to the requirements of the RFQ. Award will be made based on the Best Value offer that meets or exceeds the acceptability standards for technical factors listed in section M. Failure to provide adequate information for technical sub-factors a & b, will result in the offer not being placed in the eligibility group of technically acceptable, which will remove the offer from further consideration.
