This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05 (effective date 05-22-2024).

This procurement is being issued as a 100% SMALL BUSINESS SET-ASIDE under North American Industrial Classification Standard (NAICS) 326199, and Product Service Code of 9330. Solicitation 127EAV24Q0078 is issued as a request for quote (RFQ).

The Santa Fe National Forest, Las Vegas Ranger District is soliciting quotes on a competitive basis from qualified organizations to enter a firm fixed price contract for 275,750 mesh seedling protection tubes 297,000 ground staples(also called landscape staples), and 275,000 bamboo stakes. Responses to solicitation 127EAV24Q0078 must be in accordance with specifications, which can be found in the attached documents.

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer best conforms to the solicitation and will be most advantageous to the Government. Award will be based on the lowest price technically acceptable (LPTA) selection process. Technically acceptable means that you meet all required specifications. Final award will go to the technically acceptable offer with the lowest price.

Contractors must be registered with the US FEDERAL GOVERNMENT SYSTEM FOR AWARD MANAGEMENT (SAM.gov) at the time of solicitation due date to be considered for a government contract. Information regarding these requirements and how to register may be obtained from http://www.sam.gov. Offers are being accepted by electronic mail at brandon.jones2@usda.gov.

Offers must be submitted using the attached forms, signed by company officer with contact information, and are due no later than 2:30 PM MDT on July 23, 2024. All questions regarding this RFQ must be sent in writing via e-mail to Brandon M. Jones at brandon.jones2@usda.gov no later than July 17, 2024, at 2:30 PM MDT.

The performance period will begin approximately July 26, 2024, with delivery completed on or before August 5, 2024. If you are unable to meet this delivery timeframe, please note your earliest possible delivery date when you submit your quote.
