This is a presolicitation notice issued in accordance with FAR Overhaul subpart 5.101, Presolicitation.

(4) Description:
Quantity of One (1) Modified 40ft x 8ft shipping container Name Brand (Conex) or Equal to be delivered to the USDA, APHIS, Wildlife Services Guam Program and installed on a concrete pad with electrical hookup at the WS state office on Guam.
Specifications required:
40ft HC Steel New-Container (Modified)
- New 40ft shipping container
- Preparation of delivery site/pad for Conex
- Concrete pad is in place, but may need refurbishing
- Typhoon-rated tie-down strapping/anchoring with installation
- All exterior surfaces painted and finished with exterior paint formulated to reduce corrosion
- Silicone roof coating
- Three (3) 3' x 3' windows with accordion-style typhoon shutters
- Two windows in room one, one window in room two
- Two (2) aluminum exterior doors
- Installed to open outward
- One entry to room one, one entry to room two
Interior sectioning and finishing of container
- Interior divided into two rooms, separated by a finished and insulated wall w/ interior door
- Interior door opens so door swings into room one
- Rooms should be nearly equal in size, with room one slightly larger to accommodate swing of interior door (roughly 55% room one, 45% room two)
- All interior walls insulated and finished with drywall
- Spray foam, fiberglass, or rigid board insulation (R-13 or greater)
- Vinyl or laminate flooring
- Ceiling insulated and finished with drop ceiling tiles, or drywall
- Interior height, floor to ceiling, should be 96 inches (± 1 in)
- Spray foam or rigid board insulation (R-13 or greater)
- Interior painted and finished
Electrical requirements
- Container electrical hooked up to WS Guam state office electrical system via hookup located on concrete pad at site.
- Exterior junction box
- 220v hookup for A/C’s, & Appliances
- 120v electrical hookup to interior 100-amp panel box in room two
- Two (2) A/C split units, one in each room
- 12,000 BTU minimum
- A/C disconnect for each unit
- Twelve (12) electrical outlets
- Six (6) outlets per room

(i) Above is the is the Statement of Work, provided to help prospective quoters make an informed business decision about requesting a copy of the solicitation directly from the Contracting Officer. Requests must be submitted no later than September 17, 2026 at 10:00 am CST. Quotes will be solicited directly from suppliers in accordance with FAR Overhaul subpart 12.201-1(c)(2)
(ii). This acquisition will be conducted using simplified procedures for commercial products and commercial services in accordance with Revolutionary FAR Overhaul (RFO) Part 12. Award will be made to the responsible vendor that best satisfies the Evaluation Criteria of this presolicitation.
(iii) All responsible sources may submit a quotation, which will be considered by the agency.
