Membership in Organization for Economic Cooperation and Development

THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD TO Organization for Economic Co-Operation and Development (OECD) for a membership. The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS) intends to award a sole source contract under the statutory authority permitting Other than Full and Open Competition 41 U.S.C. 253(c)(1) to Organization for Economic Cooperation and Development (OECD).

Organization for Economic Cooperation and Development (OECD) is a professional membership for SRTD staff to represent the US in policy development and trade practice ruling that affect international commerce of seeds. The Government anticipates a firm fixed price purchase order for 103,858 Euro. Please see attached justification for more details. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged.

A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their interest and capability by responding to this requirement, no later than 11:59 am ET, April 4, 2025, by email to jeremy.pouliot@usda.gov.

The Government reserves the right to cancel the Sole Source Award. Organization for Economic Co-Operation and Development (OECD) is a foreign, other than small business per the primary North American Industry Classification System (NAICS) code 928120, International Affairs.
