This is a pre-solicitation notice. The USDA, Agricultural Research Service (ARS) has a requirement for a multiple award Indefinite Quantity Indefinite Delivery (IDIQ) for Mechanical, Electrical, Plumbing (MEP) construction, renovation, alteration, and/or repair projects in the Midwest Area. The Midwest Area includes facilities in West Lafayette, IN; Columbus, OH; Wooster, OH; Urbana, IL; Columbia, MO; Ames, IA; Bowling Green, KY; Lexington, KY; East Lansing, MI; St. Paul, MN; Morris, MN; Madison, WI; Peoria, IL.

(Attached map provided strictly for situational awareness of the Midwest Area coverage). The task orders to be awarded under this contract will be for MEP work at various buildings within the North American Industry Classification System (NAICS) code is 238220 (Plumbing, Heating, and Air-Conditioning Contractors), with a corresponding Small Business Size Standard of $19 million. The proposed contract will be for one (1) five year ordering period, resulting in the contract performance period of maximum 5 years.

The estimated contract minimum guarantee is $2,000.00 with an estimated overall maximum of $49,000,000.00. The anticipated Task Orders are estimated to range from $2,000.00 to $2,500,000.00. (subject to change on the actual solicitation issuance). Individual funded requirements will be awarded through the issuance of competitive firm-fixed-price Task Orders; however, no projects exist currently.

A solicitation may or may not be issued on or about October 15, 2024. This requirement will be restricted to small business, but the official socio-economic set aside (if any) is not identified at this time and will be made available when the solicitation is issued. The plans/specs will be made available electronically and there will be no need for inspection of those documents on site. There will be no dollar amount charged for the solicitation documents, as they will be made available publicly on sam.gov (GPE).
