BPA Call Order Exceeding $20,000 Synopsis Requisition 1166919. The U.S. Department of Agriculture (USDA), Forest Service (USFS), intends to issue a competitive Blanket Purchase Agreement (BPA) Call Order under multiple?award BPAs for Reforestation and Non?Native Invasive Species (NNIS) services at the Savannah River Site (SRS) in South Carolina.

This effort focuses on controlling non?native invasive plant species and native invasive hardwoods that threaten forest health, hinder reforestation and hurricane recovery efforts, and degrade wildlife habitat. To accomplish these objectives, the contractor will apply selective herbicide treatments, including foliar applications, basal bark treatments, hack?and?squirt techniques, and cut?stump methods.

The contractor is responsible for providing all labor, equipment, herbicide materials, safety measures, training, documentation, and transportation necessary to perform the work. All activities must adhere to stringent environmental protections, worker safety protocols, and technical performance standards. This project directly advances long?term natural resource management goals by reducing invasive vegetation competition and improving ecological conditions across treated forest stands.

Additional tasks under the resulting BPA Call Order may include chemical and mechanical site preparation, tree planting, manual and mechanized timber stand improvement, invasive plant treatments, hemlock woolly adelgid insecticide application, pre?commercial thinning, and mastication. Because the Savannah River Site is a restricted?access facility, all personnel must comply with the site?specific requirements outlined in Attachment 3, Special Contract Requirements.

The contractor shall furnish all necessary labor, materials, equipment, tools, transportation—including an enclosed, insulated cargo trailer—supervision, and any other resources needed to perform the work in accordance with BPA specifications. This synopsis is not a solicitation; it serves only to announce the Government’s intent to issue a competitive BPA Call Order under BPAs previously posted on SAM.gov. No proposals or responses are requested, and the Government will not provide feedback regarding this notice.
