ASU E3 Night Vision Goggles

The Department of Agriculture, Forest Service, Pacific Southwest Region, intends to award a firm-fixed-price sole source contract to Aviation Specialties Unlimited, Inc. (UEI: HYJBYG322PJ9), 4632 West Aeronca St., Boise, ID 83705, for four (4) Element 3 (E3) Lightweight Aviation Night Vision Goggles, part number E31001W-1T, certified to FAA TSO-C164a.

The E3 is the only goggle identified that preserves the wearer's unaided peripheral field of view — a safety-of-flight requirement, given that LED obstruction lighting and aircraft position lighting cannot be seen through the goggle's optical filters and can only be detected peripherally — while remaining compatible with the Program's fielded battery packs and mounts to allow an in-flight goggle exchange.

Market research found no other source, including other goggles built in the ANVIS-9 configuration, that meets both requirements. This notice is not a request for competitive quotes and is not a solicitation. Any responsible source that believes it can meet the Government's minimum needs stated above may submit a written capability statement by 08/18/2026 at 1600 (MT) to Westley Bisson, Contracting Officer, Westley.Bisson@usda.gov. All capability statements received by the closing date will be considered, and this determination may be revisited if warranted.
