NOTICE OF INTENT TO AWARD A SOLE SOURCE Task Order Under the authority of FAR 6.302-1, the US Forest Service, Property and Procurement Services, intends to award a sole source Firm-Fixed Price Task Order to Mindspring Consulting, Inc. Under the authority of USC 2304(c)(1) pursuant to FAR 6.302-1(a)(2), the product or services needed by the agency are available from only one responsible source no other type of services will satisfy the needs of the agency.

A determination not to compete this proposed contract is based on market research and is solely within the discretion of the government. As evidenced in the sole source justification provided by the requiring activity there is only one contractor that has the specific qualifications that meet the peculiar requirements of this contract. The qualifications for this position are unique and are shown in the attached Sole Source Justification. This acquisition is being solicited on a Small Business Set-Aside basis.

The NAICS code is 611430 with a small business standard of $15M. Even though the intent is for a sole source contract, all responsible sources may submit a quotation which will be considered by the agency. Quotations are not being requested and a written solicitation will not be issued.

Interested persons may identify their interest and capability by responding to the requirement through email submission to Steve Holly (Stephen.holly@usda.gov) no later than 05:00 PM Mountain, 15 March 2024. If no responses are received by the above referenced date/time a sole source contract will be awarded to Mindspring Consulting, Inc. The award date is estimated to be no later than 29 March 2024.
