This Proposed Contract Action is published to notify potential sources that the Pacific Northwest Research Station, Portland Forestry Sciences Laboratory, Portland, OR, intends to award a sole source firm-fixed price contract, on behalf of the USDA Forest Service, to Hexagon US Federal, Inc., to request that the raw stereo imagery already acquired by the USDA NAIP program for the state of WA in 2023 be further processed to create a 1-foot digital surface model for the state of WA in accordance with the attached statement of work.

Hexagon US Federal, Inc., the vendor that acquired the imagery as part of a competitive requisition process for USDA, is the only vendor with a copy of the raw stereo imagery which is needed for this contract. This project is aimed to acquire a digital surface model or DSM for the state of WA from the imagery collected as part of the 2023 USDA NAIP acquisition. The digital surface model is a derivative of remote sensing imagery that were already collected as part of a requisition by the USDA NAIP program.

The contract is requesting that the vendor further process the imagery further to create a digital surface that may be used for forest attribute and change modeling and estimation.

Hexagon US Federal, Inc., is the only vendor which has high-quality (airborne frame camera imagery) high resolution (6-inch nominal collection ground-sample-distance) stereo imagery (multiple-overlap imagery) collected with onboard survey-grade GNSS and IMU that enables high accuracy digital surface model (1 foot in derived DSM) creation for the state of Washington in 2023 including loading 4 band spectral information loaded into the derivative DSM dataset.

The high-quality imagery and 2023 image data are needed to maintain a consistent archive of DSMs for change monitoring and forest inventory updates for the state of WA. Program already have DSMs for 2009, 2011, 2013, 2015, 2017, 2019, 2021 and they need a WA state DSM for 2023 to maintain a consistent monitoring and inventory for WA state. No other vendor has the requisite source data to generate this product.

There is no other vendor that collected high-resolution (6-inch) WA statewide imagery that meets the USDA NAIP image collection standards in 2023. Hexagon is the only source of imagery that meets the requested standards for acquisition and digital surface model derivation for WA State for 2023. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1.

Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Date posted to SAM.gov March 18, 2024. Date posting will close: March 25, 2024. The North American Industry Classification System (NAICS) code is 33411. The desired final delivery date described herein is anticipated to be August 30, 2024 for all the requested deliverables. The responses to this synopsis will be used to confirm that this is a sole source requirement.

This notice is not a Request for Quote (RFQ); it is a market research tool being utilized to determine the availability and adequacy of potential sources prior to awarding the contract. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this notice of proposed contract action.

Contractors who believe they possess the expertise shall submit technical capabilities electronically to Maritza Salgado to maritza.salgado@usda.gov. Responses must be received no later than March 25, 2024, 11:00 am MDT. All documentation shall become the property of the Government. Firms responding must indicate the following information: Indicate the business size: small business or disadvantaged business, veteran owned small business or HUB Zone certified, indicate the appropriate NAICS code, and SAM UEI.

This synopsis neither constitutes a Request for Quote, nor does it restrict the Government to a particular acquisition approach. This synopsis should not be construed as commitment by the Government for any purpose other than market research.
