Notice of Intent to Restrict Competition: RMRS Idaho Water Center Building Management Services

This is a notice of the USDA Forest Service’s intent to restrict competition under the Simplified Acquisition Threshold. USDA Forest Service Rocky Mountain Research Station is a part owner of the building and parking structure located at 322 E Front St. Boise Idaho known as the Idaho Water Center (IWC). As the majority owner, Regents of the University of Idaho has entered into an agreement with the Oppenheimer Development Corporation for Management services of the building.

The proposed contract action is for building management services provided by Oppenheimer Development Corporation, the selected contractor by the Regents of University of Idaho. All responsible sources may submit an inquiry as appropriate, which will be considered by the agency. The North American Industry Classification System (NAICS) code is 531312 Nonresidential Property Managers $19.5. The desired period of performance for the services described herein is anticipated to be from August 1, 2026 through July 31, 2027.
