Notice of Intent to Sole Source - Rangeland Virtual Fence

This is a Notice of proposed Contract Action. There is no solicitation available at this time. Request for a solicitation will receive no response. This proposed Contract Action is published to notify potential sources that the USDA Forest Service, Council Ranger District, Council Idaho, intends to award a sole source firm fixed price contract on behalf of the USDA Forest Service to Vence Corp for virtual fence towers and collars to better manage rangeland grazing of cattle.

The contract will provide solar powered virtual fence towers that are able to cover 5,000-10,000 acres in remote rugged terrain and GPS collars that have a minimum of 6 months battery life and ability to apply stimuli to correct movement. Council Ranger District already has Vence virtual fence towers in place from previous purchases. Compatibility between the products and systems is essential, and it allows the addition of more towers and collars in the future if needed.

Vence Corp is the sole manufacturer and seller of the collars that are compatible with the towers currently in place. The proposed contract action is for a supply for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1 (b)(l)(i) interested persons may identify their interest and capability to respond to this requirement. This notice of intent is not a request quote.

It is a market research tool being utilized to determine the availability and adequacy of potential sources prior to awarding the contract. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Any information submitted by respondents to this synopsis is strictly voluntary. Responses must be received not later than 02 September 2025 10:00AM PDT. All documentation shall become the property of the Government.

Firms responding must indicate the following information: Indicate the business size, indicate the appropriate NAICS code, and UEI #. This synopsis neither constitutes a Request for Quote, nor does it restrict the Government to a particular acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose other than market research.
