THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES NOTICE OF INTENT TO SOLE SOURCE THIS IS FOR INFORMATIONAL PURPOSES ONLY. Under the authority of FAR 13.106, the USDA Forest Service CSA #2 intends to award, on a sole source basis, a Firm Fixed Purchase Order (PO), one year base period of performance with four option years for biological surveys and assessments to RAEDEKE ASSOCIATES INC. of Seattle Washington.

This service contract requires call back surveys for the northern spotted owl in a long-term study that has been taking place on the Snoqualmie Ranger District for over 15 years services to be executed at the Mt Baker Snoqualmie Supervisor’s Office and on Forest Service lands in the afore mentioned subject area. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to solicit and award a sole source contract under statutory authority in accordance with both 41 U.S.C.

253(c)(1) and FAR 13.106-1(b)(1)(i). The Proposed contract action is for services which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1 (b)(1)(i). Contract type will be a Firm-Fixed Price with the anticipated period of performance from on or about October 1, 2024, through September 30, 2029. Interested persons may identify their interest and capability to respond to the requirement.

This notice of intent is NOT a request for proposals or quotations; it is a market research tool being utilized to determine the availability and adequacy of potential sources prior to awarding the contract. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. All inquiries on this action can be submitted in writing via e-mail to arlene.steffey@usda.gov no later than 20 August 2024, at 1200 hours PST.

All information shall be furnished at no cost or obligation to the Government. All responses should include the vendor’s Unique Identity Identifier (UEI). The NAICS code for this effort is 541690 Other Scientific and Technical Consulting Services with a size standard of $19.0 million. A determination by the Government not to compete this proposed action base on the responses to this notice is solely within the discretion of the Government.

Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Any contractor interested in doing business with the Federal Government must be registered and active at www.SAM.gov. SAM is a Federal Government owned and operated FREE website. All invoices for this requirement must be submitted through the Department of Treasury’s Invoice Processing Platform located at www.ipp.gov.
