The contractor must use current technology to produce high resolution imagery, as well as have the knowledge and ability to 1) locate previous photo point locations, 2) adequately evaluate air quality, natural lighting, and any other environmental factors that may reduce the quality of the photo taken, and 3) effectively communicate with the Forest if any changes or delays are necessary. In terms of locating and navigating to sites, the contractor must use GPS and other mapping technology to travel to sites.

Use of a compass or other methodology to determine direction and angle of the historic photographs may be necessary. If using a drone to capture images, the contractor must hold a Remote Pilot Certificate from the FAA under Part 107 in their name. Prior to visitation and replication of photographs, the contractor and Forest will meet and discuss ability to access and needs for photographic replication.

All replacement sites and/or additional sites will be discussed and in agreement between the Forest and contractor. This project primarily consists of revisiting historic photo points on the Okanogan-Wenatchee National Forest. New photo points may be established and Osborne panorama replication sites may change based on discussion between the contractor and the Forest.

Three photo packages are identified for the base period of performance: 14 photo point visitations to Rat Creek/Hatchery Creek Complex Burns and additional UAS photos as needed for context. These photo points may include and are not limited to:

L-1, L-3, B-15, B-11-2, B-5, B-6, B-10, I-4, I-5, T-1-1, T-1-2, T-2 31 Photo point visitations to Tyee Creek Fire and additional UAS photos as needed for context. These photo points may include and are not limited to:

MA-2-4, MA-2-6, MA-3-1, MA-3-2, MA-4-1, MA-5-1, PAL-2, SB-2-1, SB-3-1, SB-4-1, SB-5-2, SB-8-1, SB-9-2, SB-10-1, SB-14-1, SB-17-1, SB-17-2, SB-21-1, SB-22-1, SB-25-1, SB-26-1, SB-29-1, SB-33-1, MA-6-1, MA-8-2, MA-8-4-3, MA-9-2, PF-1, PF-2, PA-2-1, PA-2-8 Osborne panorama replications Bethel Ridge SW and N Mission Peak SW Timberwolf Mountain SW First Butte SW and N Photos obtained as part of this contract will be public domain.

These replications are part of a series of long-term photographic monitoring ongoing on the Forest. Provided funding is available and the contractor’s performance is satisfactory, additional photo points and Osborne panorama replications may be added to the contract during option years. These additional locations and photographs will be discussed and agreed upon with the contractor. Photo points in the Rat Hatchery and Tyee Fires were established in 1994 when the fires burned.

These photo points were revisited and rephotographed in 2014. 10 years later, the Forest would like to establish another set of photographs to continue the photographic monitoring in the fires’ footprint. On their 30th anniversary, this series of photographs will capture and continue to share the story of forest regeneration post-fire. The Osborne panoramas were originally taken in the 1930s at every fire lookout in Oregon and Washington.

In the early 21st century, many panoramas were replicated and were able to be compared with the original panoramas. A compelling story of change and impact is told within each “set” of panoramas. Replicating these photos over time will continue to show how the landscape is changing due to climate change, forest management, wildfire, and other human impacts.
