BPA Call Order Exceeding $25,000.00 Synopsis Requisition 1121294 The USDA Forest Service (FS), Procurement & Property Services (PPS), Customer Service Area #2 (CSA #2), Northwest Branch is issuing this synopsis as a means of complying with the USDA’s policy in the Contracting Desk Book, SUBPART 413.3—SIMPLIFIED ACQUISITION METHODS, 413.303 Blanket Purchase Agreements (BPAs).

The USDA FS intends on awarding a competitive BPA Call Order against multiple award schedule BPAs for Forestry Vegetation Management located at USDA’s Contract Portal, awarded against solicitation number: 1204T018Q0003 for forestry thinning, pruning, piling, and rearrangement of forest vegetation.

Parties having an interest in and the resources to support this requirement for the purpose of this solicitation is to secure equipment and services for This solicitation is to provide services for planting Government-furnished tree seedlings on the Cowlitz Valley Ranger District, Gifford Pinchot National Forest. The contractor shall furnish all labor, equipment, supervision, transportation, supplies, except those designated as Government-furnished, and incidentals to perform all specified herein.

Contractor shall supply all materials, equipment, supervision, transportation, and labor forthe planting of approximately 32,770 trees on 300 acres at 20’x20’ and 21’x21’ spacing as designated on the “Planting Unit Data Table.” Seedlings are container. Seedlings planted are western white pine and western redcedar. Western red cedar will need to be protected with seedling protection tubes. Seedling protection tubes will be Government furnished.

The contractor shall provide a minimum of 12 planters and be available within 3 days of Government’s notification to proceed. Units will be located in Lewis and Skamania County in Washington State. Services are to be performed during the period of approximately April 15, 2024 for 26 days. Camping on site may only be allowed in certain locations and all on-site camping will be subject to dispersed camping hygiene and trash disposal regulations.

This synopsis notification of intent to award a BPA Call order does not constitute a request for quotes; submission of any information in response to this notification is purely voluntary; the government assumes no financial responsibility for any costs incurred.

If your organization has the potential capacity to perform these contract services, please provide the following information: organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; and tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability.

If significant subcontracting or teaming is anticipated to deliver technical capability, address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity to:

provide services consistent in scope and scale with those described in this notice and otherwise anticipated. secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements. implement a successful project management plan that includes compliance with program schedules, cost containment, meeting/tracking performance, hiring/retention of key personnel, and risk mitigation; and provide services under a performance-based service acquisition vehicle.
