10/23/2024 Amendment 0001 - This amendment updates the Performance Work Statement (PWS). Quotes remain due 4pm (CT) on November 12, 2024. No other changes have been made to the Solicitation. For convenience, essential changes on the revised PWS pages are indicated by a vertical line in the margin where lines or paragraphs were changed or added to the previous issue. However, all portions of the revised pages shall apply whether changes have or have not been indicated.

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as of FAC 2024-07, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued.

The USDA, Agricultural Research Service, Southeast Area Office requires reoccurring janitorial services at the Stuttgart National Aquaculture Research Center in Stuttgart, Arkansas. This Request for Quotes (RFQ), number 12405B25Q0005, is available through electronic commerce via the System for Award Management (SAM) at www.sam.gov. This RFQ is being issued as a total set aside for small business under the North American Industry Classification System (NAICS) Code 561720, Janitorial Services.

The applicable small business size standard is $22.0 Million. The resulting purchase order will be a firm-fixed price type and will include a base period and four (4) 1-year option periods. The resulting award will include five (5) line items incorporating the Performance Work Statement (PWS) listed below:

CLIN 0001 – Janitorial Services, SNARC, Stuttgart, AR, Product Service Code: S201 Housekeeping Custodial Janitorial, Period of Performance 12/19/2024 to 12/18/2025.

CLIN 1001 – OPTION YEAR I - Janitorial Services, SNARC, Stuttgart, AR, Product Service Code: S201 Housekeeping Custodial Janitorial, Period of Performance 12/19/2025 to 12/18/2026 CLIN 2001 – OPTION YEAR II - Janitorial Services, SNARC, Stuttgart, AR, Product Service Code: S201 Housekeeping Custodial Janitorial, Period of Performance 12/19/2026 to 12/18/2027 CLIN 3001 – OPTION YEAR III - Janitorial Services, SNARC, Stuttgart, AR, Product Service Code: S201 Housekeeping Custodial Janitorial, Period of Performance 12/19/2027 to 12/18/2028 CLIN 4001 – OPTION YEAR IV - Janitorial Services, SNARC, Stuttgart, AR, Product Service Code: S201 Housekeeping Custodial Janitorial, Period of Performance 12/19/2028 to 12/18/2029 A coordinated site visit has been scheduled for October 30, 2024 at 10am (CT) at the location.

ALL OFFERORS INTERESTED IN ATTENDING THE VISIT MUST EMAIL AMANDA SOMERVILLE AT AMANDA.SOMERVILLE@USDA.GOV NO LATER THAN OCTOBER 29, 2024 AT 10AM (CT) IN ORDER TO BE AUTHORIZED FOR ENTRY. Quotes are due no later than Tuesday, November 12, 2024, 4pm CT. All responsible sources who submit a timely quote will be considered. Quotes must be submitted electronically, e-mailed to amanda.somerville@usda.gov; no faxed or hard copy quotes are allowed.

In accordance with FAR 52.212-3(b)(2) vendors must be registered and active in SAM at the time of quote to be considered for award.
