Consulting and Logistical Support for Groundwater Transfer and Injection Pilot (GTIP) Project, Phase 2

THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES NOTICE OF SOLE SOURCE INTENT The USDA, Agricultural Research Service (ARS) intends to award a Firm Fixed Price Commercial Item purchase order to Collier Consulting, Inc. of Stephenville, Texas for Professional geoscience and engineering advice and counsel to the Groundwater Transfer and Injection Pilot (GTIP) project team at the National Sedimentation Laboratory (NSL) in Oxford, Mississippi in developing a plan and initial cost estimate for the second project phase (Phase 2).

ARS has found Collier Consulting, Inc. to be the only reasonable source that can successfully provide the requirement due to its extensive and unique experience for the work required. The statutory authority if for other than full an open competition is 10 USC 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. A Determination to Solicit from a Single Source is being prepared.

The Government anticipates award no later than September 2024. Vendors that have questions regarding the sole source nature of the requirement or vendors that believe they can provide the requirement are encouraged to identify themselves and give written notification to the Contract Specialist no later than 2pm (CT) on August 12, 2024. Responses to this notice must be emailed to amanda.somerville@usda.gov. All responses should include the vendor’s Unique Identity Identifier (UEI).

The NAICS code for this effort is 541620 Environmental Consulting Services with a size standard of $19.0 million. A determination by the Government not to compete this proposed action base on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Any contractor interested in doing business with the Federal Government must be registered and active at www.SAM.gov.
