Q1: The column headers read as fixtures; the project information reads as a re-lamp of existing fixtures. Is this a re-lamp project or replacement of the total fixtures?
A1: We will stick to the re-lamp of the existing fixtures Q2: Are the counts shown in the Quantity column representative of the number of fixtures or the number of lamps?

YES Q3: Will there be any repainting around the areas where the fixtures are to be replaced?

No Q5: Are the LED tubes going to be a retrofit by bypassing the ballast because the Green Creative LED tubes (Like model #35655) are designed for ballast bypass (Type B) and should not be compatible with a ballast. Can you please confirm?

Q6: Are we getting the wall-mounted occupancy sensor and integrated with the LED light fixture?
A6: Yes, it is to be contractor supplied and installed. Also, adding sign in sheet from the site visit.
Q7: Under the “Proposed Fixture” Column, does the number, followed by the letter L, represent the number of lamps in the described lighting fixture?
A7: yes for example if you have a light fixture that has 4 lights or a fixture that has 2 lights.
Q8: Under the Column “Quantity”, does the number represent the quantity of lighting fixtures to be re-lamped or the total of new lamps?
A8: The quantity represents the number of fixtures in each area.
Q9: Fixture 2L with a Quantity of 9 would equal a total quantity of 18 new lamps?

This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. Solicitation number 1232SA25Q0214 is issued as a request for quote (RFQ).
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83. The associated NAICS code is 335132 (Commercial, Industrial, and Institutional Electric Lighting Fixture Manufacturing) with a small business size standard of 600 Employees.
USDA, ARS, CHPRR 810 Highway 12 East Mississippi State, MS 39762 Is looking for procurement of the Replacement of Lighting with Energy Efficient LED’s which fits with the associated Statement of Work / Specifications. A site visit is scheduled for June 23, 2025 at 9:30 AM CST. Vendors interested in attending the site visit must notify Lynn Hults at lynn.hults@usda.gov by June 22, 2025, by 3:00 PM CST to be added to the approved list. The Government anticipates award of a Firm Fixed Price contract.
Each offer must show a breakdown giving price of each element, provide descriptive literature or information showing that the offered services meet all parts of the Statement of Work. Vendors responding to this announcement shall submit their quote in accordance with FAR 52.212-2.
The Government anticipates award of a contract resulting from this solicitation to the responsible offeror whose quote conforms to the RFQ and specifications using Lowest Price Technically Acceptable (LPTA) to the Government in accordance with FAR 13.106-2(b)(3) considering two major areas: technical acceptance and price. Quotes will be evaluated by performing a comparative evaluation in accordance with FAR 13.106-2(b)(3). Submission of quote shall include the following:
(1) Technical Specifications and (2) Price (to include shipping). The Technical aspects will be evaluated based on the ability to meet the minimum standards in the Statement of Work (SOW). The proposals will be evaluated started at the lowest price first. If the lowest is not acceptable then the next lowest will be evaluated. Technically Acceptable; Quote clearly meets the minimum requirements of the SOW. Technically Unacceptable; Quote does not meet the minimum requirements of the SOW. Electronic submissions are preferred. Please email all quotes to lynn.hults@usda.gov. NO LATE QUOTES WILL BE ACCEPTED.
INSPECTON AND ACCEPTANCE TERMS: Supplies will be inspected by requiring office's technical representative and accepted at destination. The Federal Acquisition Regulation (FAR) and the Department of Agriculture Acquisition Regulation (AGAR) provisions and clauses that apply to this acquisition are in the attached document titled Service Provisions 1148617. To be eligible for an award, all contractors must be registered in the System for Award Management (SAM).

All invoices shall be submitted and paid electronically. Quotes must be received no later than July 3, 2025, 4:00pm Central Standard Time.
