USDA/NIFA - Custom Flag Stands

The United States Department of Agriculture (USDA), National Institute of Food and Agriculture (NIFA), Institute of Youth, Family and Community (IYFC), Division of Youth and 4-H, (DY4-H), has the need to acquire Custom Flag Stands in support of the National 4-H conference. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice.

This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The reference number for this reposted acquisition is #1232SA24Q0063R and is being issued as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-03 (effective 23 Feb 2024). To be responsive, please prepare a quote to include:

• Business Name • Business POC (name, e-mail & phone number) • SAM Unique Entity Identifier (UEI) • CAGE code • Must address all aspects of Sections 3.0 & 6.0 of the statement of need/specifications. • Must contain one (1) example of recent and relevant past experience. The quote shall be in a firm fixed price (FFP) format and include transportation/delivery costs. This acquisition is set-aside for total small business. The associated North American Industry Classification System (NAICS) code is 238990 - All Other Specialty Trade Contractors.

FAR 52.212-1, Instructions to Offerors – Commercial, does apply to this acquisition with no addenda to the provision. Vendors must include a completed copy of FAR 52.212-3, Offeror Representations and Certifications – Commercial Items, with its quote. If the vendor has up-to-date representations and certifications in the System for Award Management (SAM) website, then this completed provision is not required to be submitted with the quote.
