This combined synopsis/solicitation for supplies is prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation (FAR) as supplemented with additional information included in this notice. This synopsis/solicitation is being advertised as Small Business Set-Aside only. This announcement constitutes the only solicitation; no separate written solicitation will be issued. The solicitation number is 11708PR250000308.
Applicable North American Industry Classification Standard (NAICS) codes is 562112. This requirement is for a firm-fixed price contract. The contract will be awarded using simplified acquisition procedures in accordance with FAR part 13 and part 15 The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, Lowest Price Technically Acceptable.
When submitting your quote, request a price breakdown. Anticipated award date: 2 business days after close of solicitation. Quotes are to be received no later than 12:00 PM HST on June 20, 2025. Quotes shall be emailed to:

(1) Offload 4,000 gallons of consolidated bilge water and used oil.
(2) Offload must be completed by vacuum truck with pumping assist from USCGC MIDGETT installed system.
(3) Contractor must provide hose compatible with female and male 2-inch Camlock hose fitting.
(4) Contractor must provide on-site spill kit.
(5) Over the water transfer certifications for Honolulu, HI area is required to be secured by the contractor.
(6) Contractor to provide receipt/ manifest of delivery.
(7) Contractor shall complete all services in accordance with all Local, State, and Federal laws and regulations.

The vendors SAM registration must be in an “ACTIVE” status prior to award.
Vendors must ensure that the above listed NAICS codes are listed on their SAM registration to perform this type of service. Solicitation extended to 20JUN2025 at 12:00 P.M. HST. The estimated amount of used oil in the 4000-gal bildge water is roughly 25%.
