Circle Road Aggregate

1. Introduction. This pre-solicitation notice is for information only and is not a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept proposals as a result of this presolicitation. If a competitive solicitation is issued in the future, it will be announced via The System for Award Management (SAM) at SAM.gov and interested parties must comply with that announcement.

The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not a solicitation or a promise to issue a solicitation, and this information is subject to modification and in no way binds the Government to award a contract.

2. Applicable North American Industry Classification System (NAICS) Code. The applicable NAICS CODE: 237310 – Highway, Street and Bridge Construction (Size Standard in millions of dollars $45M).

3. Type of Contract to be Awarded. As a result of this presolicitation and possible solicitation, the Forest Service, Region 2, plans to award a firm fixed price contract.

4. Type of Solicitation. The solicitation, if released, will be governed by Federal Acquisition Regulation Part 15, “Contracting by Negotiation”.

5. Presolicitation Posting Period. This presolicitation will be posted for 15 days.

The work consists of resurfacing up to 2.70 designated miles of Circle Road NFSR 203 to a fourteen (14) foot wide roadway, in preparation for furnishing, hauling, and placing approximately 2,445 cubic yards of specified grading designation C (FP-24 Table 703-1) aggregate base course.

Additionally, blading of the placed specified aggregate base course to provide a smooth-running surface with a centerline crown as referenced in FP-24 - Standard Specifications for Construction of Roads and Bridges and as shown in the Specifications and Drawings at the Bessey Ranger District, NE. 8. Project Location. This project is located within the Nebraska National Forests and Grasslands, Bessey Ranger District.

Beginning from US Highway 2 and Purdum Avenue, Halsey NE travel west on US Highway 2 approximately 1.5 miles to US Highway 86B. Turn left on US Highway 86B and travel south approximately 2.6 miles to NFSR 203 Circle Road on the south side of road. The Base Item work begins at Mile Post (MP) 3.0 and the Optional Item work begins at the end of Base Item work and continues to the West of NFSR 203 to MP 5.7. The Government shall locate and mark the designated sections of work as described.

9. Estimated Period of Performance. May 1st, 2026 through June 30th, 2026. 10. Disclosure of Magnitude. The anticipated magnitude for this project is more than $100,000 to $250,000.00 11. Type of Set-aside. Total small business set-aside. 12. Responses. Interested and capable sources are encouraged to respond to this presolicitation with a Statement of Capability.
