PRESOLCITATION 1. Introduction. This pre-solicitation notice is for information only and is not a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept proposals as a result of this presolicitation. If a competitive solicitation is issued in the future, it will be announced via The System for Award Management (SAM) at SAM.gov and interested parties must comply with that announcement.
The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not a solicitation or a promise to issue a solicitation, and this information is subject to modification and in no way binds the Government to award a contract. 2. Applicable North American Industry Classification System (NAICS) Code. The applicable NAICS CODE: 237990- Other Heavy and Civil Engineering Construction (Size Standard in millions of dollars $45M).
3. Type of Contract to be Awarded. As a result of this presolicitation and possible solicitation, the Contract Service Area (CSA), Intermountain 8, plans to award a firm fixed price contract. 4. Type of Solicitation. The solicitation, if released, will be governed by Federal Acquisition Regulation Part 15, “Contracting by Negotiation”. 5. Presolicitation Posting Period. This presolicitation will be posted for 16 days. 6. Contracting Office Points of Contact.

Brainard Lake Recreation Area (BLRA) is a unique set of developed recreation sites that are nestled up next to the Indian Peak Wilderness Area on the Boulder Ranger District near Ward, Colorado. This project covers a few of these recreation sites including Niwot Picnic Ground, Red Rock Lake Fishing Site, Arickaree Picnic Ground, and areas immediately adjacent to Brainard Lake itself.
This area is a heavily utilized recreation area for the winter and summer months. There are a lot of recreation opportunities within this area, and it sees approximately one-quarter of a million visitors annually. During the summer months this entire area is filled to capacity on weekends. Hiking, fishing, picnicking, and scenic driving are all common recreation activities present at these sites.
Scope of Work – The proposed project’s goal is to reduce the deferred maintenance at three important and very high use recreation sites near Ward, Colorado. The reduction of deferred maintenance will be accomplished by renovating three (3) picnic grounds, which may include replacing two (2) vault toilet structures, timber steps, compacted aggregate trails, and associated sitework to improve accessibility to these recreation facilities. Sites include:
Niwot Picnic Ground 1. Demolishing and removing the existing timber parking barriers and retaining walls 2. Constructing timber steps 3. Constructing rock retaining walls 4. Constructing accessible compacted aggregate trails 5. Renovating existing historic picnic sites 6. Constructing new picnic sites 7. Revegetation of disturbed areas Arickaree Picnic Ground 1. Demolishing and removing the existing vault toilet structure and concrete sidewalk 2. Constructing a new vault toilet structure 3. Constructing accessible compacted aggregate toilet access trail Red Rock Lake Picnic Ground 1. Demolishing and removing the existing vault toilet structure and asphalt curb 2. Removing vegetation from the edge of main road.
3. Constructing timber steps 8. Project Location. A. The BLRA is located approximately 23 miles northwest of Denver, Colorado or approximately 2 miles west of the town of Ward, Colorado.
B. Site Access:
Directions to Brainard Lake Recreation Area from Boulder: Drive approximately 10 miles north of Boulder and then turn west onto Lefthand Canyon Drive. Drive west approximately 17 miles to the town of Ward. Turn north onto Highway 72 for approximately 100 yards and then turn west onto Brainard Lake Road and travel approximately 3 miles to the project sites. i. Red Rock Lake Picnic Ground is approximately 0.25 miles west of the main Brainard Lake Recreation Area entrance gate and fee station on NFSR 112.0.
Coordinates: 40° 4'58.43"N, 105°32'27.87"W ii. Arickaree Picnic Ground is approximately 0.3 miles north of Niwot Trailhead on NFSR 112.0.
Coordinates: 40° 4'44.84"N, 105°34'36.48"W iii. Niwot Trailhead is approximately 2 miles west of Red Rock Lake Picnic Ground on NFSR 112.0.
Coordinates: 40° 4'35.31"N, 105°34'38.38"W 9. Site Visit. A site visit is anticipated; details will be provided at time of Solicitation. 10. Estimated Period of Performance. September 30, 2025, through November 30, 2026. 11. Disclosure of Magnitude. The anticipated magnitude for this project is between $500,000 and $1,000,000 12. Type of Set-aside. Total small business set-aside. 13. Responses. Interested and capable sources are encouraged to respond to this presolicitation with a Statement of Capability.
