HT001125CLMS 1. Synopsis: This synopsis is in accordance with Far Part 5, a Notice of Intent to award a sole source. This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available, and email requests will not be honored. Only one (1) responsible source and no other supplies or services will satisfy agency requirements.

The Defense Health Agency (DHA) intends to award a sole source contract to PowerTrain, Inc. to provide continuing education (CE)/continuing medical education (CME) to all Department of Defense (DoD) personnel in support of individual credentialing and licensure requirements. The CE/CME service provider must deliver professional agency accredited training products across numerous disciplines and occupations.

In addition, the service provider must deliver training products designed to satisfy up-to-date regulatory and safety training requirements for MTFs, as defined by DoD and Occupational Safety and Health Administration regulation and accrediting agency guidelines, such as the joint commission.

2. Background: This Individual Justification is submitted to award a short-term contract for the above Learning Management System (LMS). Market Research indicated that PowerTrain, Inc. is the only responsible source that can satisfy the Government requirements, based on having an Authority to Operate (ATO) in place that allows it to begin work on the date of award. The period of performance has been reduced to one (1), 12-month Base, plus one (1), 12-month Option to enable competition of this requirement. The follow-on competitive requirement is planned to be awarded in time to provide all transition functions.

3. Description: DHA seeks to award a short-term single award firm-fixed price contract for this LMS to PowerTrain, Inc. The Period of Performance will be for a Base period from 01 February 2025 to 31 January 2026 and one (1), 12-month Option period from 01 February 2026 to 31 January 2027. A six (6) month extension period under Federal Acquisition Regulation (FAR) 52.217-8, Option to Extend Services, has been included to account for any delays in awarding the competitive follow-on effort (i.e. contractual award delay due to protest).

4. NAICS Code: The North American Industry Classification System Code (NAICS) for this requirement is 541519 with the size standard of 150 employees. The Federal Supply Code (FSC) / Product Service Code (PSC) procurement is R617. This procurement will be made utilizing Federal Acquisition Regulation (FAR) Part 13.5 Procedures.

5. Submission Instructions: This requirement is urgent and delays in awarding the short- term contract cannot be delayed.
