Intent to Sole Source- DDC Controller Integrator

The USDA Forest Service intends to issue a firm-fixed-price, sole-source award to replace the current DDC controller that monitors 29 offices and rooms in the building. The current controller is obsolete and must be replaced with a new model with all the necessary components. The new DDC controller will also require 29 new sensors and thermostats to maintain control of all 29 offices and rooms in the current building.

The extent of competition for this acquisition is a sole source because Southern Research Station (SRS) HQ only uses one vendor (Schneider Electric) to supply, install, and program program-related equipment. The SRS HQ DDC system hardware and software is proprietary to Schneider Electric. The building has 4 zone integrator controllers, and all four controllers and associated sensors and thermostats must communicate with the DDC software and hardware. Only Schneider Electric can supply, install, and program the new controller and related equipment.
