SOLE SOURCE POSTING The requirements of this procurement will be used by the Agricultural Marketing Service (AMS).

Procuring Activity: USDA, AMS, CERS 2. The nature and/or description of the action being approved. This purchase is to renew the yearly software maintenance for TeleMail. C&T originally procured TIC Software’s TeleMail product in 2007 after performing market research at trade shows and searching the Internet for this type of software from 2003 through 2007. To date, we understand this is the only software that can perform the requirement with no internal programming change requirements.

The software is utilized to distribute C&T’s Form-R reports worldwide and is used daily customers. Form-R distribution was ~18,000 documents in 2006 and exceeded 64,000 during the 2020 cotton crop. We would not be able manually process the distribution with the number of Form-Rs currently being requested. TeleMail automates the process again with no internal programming requirements.
