WEDNESDAY, DECEMBER 20, 2023 CLOSING DATE: JANUARY 19, 2024 AT 12 NOON WASHINGTON, DC TIME QUESTIONS: CLOSING DATE NO LATER THAN JANUARY 3RD, 2024 AT 12 NOON WASHINGTON, DC TIME USTDA is issuing this small business set-aside Request for Proposal (RFP) to solicit offerors for the purpose of entering into a single Firm-Fixed-Price contract. This acquisition is being conducted in accordance with FAR Part 12 using FAR Part 15 procedures.

USTDA seeks a contractor to perform substantive research and analytical support services as well as agency-wide monitoring and evaluation support services relative to the specific programmatic regions in which USTDA operates. The resulting contract will be awarded for a base period of twelve (12) months with four (4) twelve (12) month option periods. All Offerors must be registered and have an active status in the System for Award Management (www.sam.gov) in order to be eligible for contract award.

Offerors are reminded that failure to properly enroll in the SAM database shall make an offeror ineligible for award. Offerors’ proposals shall be submitted electronically via ContractProposals@ustda.gov no later than Friday, January 19, 2024, at 12:00 Noon Washington DC Time/EST, adhering to the files set forth in the RFP.
