Notice of Intent to Award Sole Source: Bid Evaluation & Optimization System

The United States Department of Agriculture (USDA) intends to award a sole source contract to Jaggaer Autonomous Commerce. This contract will procure the Jaggaer proprietary software solution: Advanced Sourcing Optimizer (ASO). The Jaggaer ASO provides critical functionality and capability within the Bid Evaluation and Optimization System (BEOS) component of the Web-Based Supply Chain Management (WBSCM) System operated by the USDA.

The WBSCM system is an integrated, Internet-based commodity acquisition, distribution, and tracking system, developed for the mission objectives of the USDA and the United States Agency for International Development (USAID). This system allows USDA to purchase food commodities for food and nutrition programs both domestically and internationally.

Through the WBSCM system, the USDA releases solicitations for vendors to submit offers for food commodities, receives proposals, processes awards, track deliveries, processes requests for payment, performs contract administration activities and other crucial time sensitive actions.

Without the continued use of the Jaggaer ASO which has been identified as an integral piece of the USDA system, the USDA would be unable to meet mission critical needs and would be unable to provide vital food commodities to foreign and domestic food-aid programs and schools. This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored.

Interested parties may respond to this requirement within thirty (30) calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be reviewed. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
