Intent to Sole Source - Premo fire ignition balls

This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. Only one responsible source and no other supplies or services will satisfy agency requirements. USDA Forest Service, Ouachita National Forest has a need for award of a sole source contract to Fire Ignition Resources, LLC for 99 boxes of Premo Fireball Spheres to be used for Aerial Ignition.

This purchase will be made utilizing Simplified Acquisition Procedures in accordance with: Federal Regulation (FAR) Part 13.106-1(b), only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. The USDA-FS engineering/fire aviation division specifically calls for the use of the Premo Mark III, Aerostat Mark V, or the SEI Red Dragon for operations and the Premo Fireballs Spheres that go into the devices.

Based on extensive field testing and training standards, the purchase of only Premo Fireball Spheres is warranted. Premo Fire Ignition balls are currently only available from Fire Ignition Resources, LLC. Interested parties may identify their interests and capability to respond to this requirement by June 14, 2024 at 11:59 PM (EST). Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.

Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed award upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
