Notice of Intent to Sole Source-CLC Genomics Software Licenses

THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD TO QIAGEN, LLC. to provide CLC Genomics Software Licenses. The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Veterinary Services (VS) intends to issue a sole source order to QIAGEN, LLC. 19300 Germantown Road, Germantown, MD 20874-1415 for CLC Genomics Software Licenses to support the VS bioinformatics staff in performing pathogen discovery.

The CLC Genomics Software Licenses provided by Qiagen offers a proprietary algorithms that yield accurate results and are designed to save time and compute resources, and to be accessible to bioinformatics experts and non-bioinformaticians alike. No other vendor offers the desired workflows for microbial profiling, pathogen and outbreak analysis, and genome finishing. Reference attached sole source justification.

This sole source procurement is under the authority of FAR 6.302-1 – only one responsible source and no other supplies or services will satisfy the agency requirements. The NAICS code is 541519, Other Computer Related Services.

Period of Performance: Base Year Plus Four Option Years. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.

Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their interest and capability by responding to this requirement, no later than July 19, 2024 1700EST, by email to bonnie.k.simpson@usda.gov. All information submitted should support the offeror's capability to provide the items required and shall be furnished at no cost or obligation to the Government.
