Description

As published on SAM.gov.

Notice of Opportunity: BUILTT for DOE Pilot Technologies

The Department of Energy (DOE), in partnership with the National Nuclear Security Administration (NNSA), announces the availability of technologies under the Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program. The pilot is being conducted by the Nevada National Security Sites (NNSS), Y-12 National Security Complex, and Kansas City National Security Campus (KCNSC).

Program Overview

BUILTT is intended to help qualified small and medium-sized businesses (SMBs) manufacture low-volume, high-impact technologies developed by DOE/NNSA Labs, Plants, and Sites. These technologies support mission requirements but may have limited commercial markets or insufficient production volume for traditional technology licensing.

The program uses a Cost Reduction License (CRL), under which a qualified SMB may receive rights to produce a specified technology for a nominal licensing fee. The CRL is intended to support the sale of the resulting products to DOE, NNSA, and other government customers at a fair and reasonable pre-negotiated price. Where applicable, the CRL may also address commercial sales.

Technology Areas

The pilot technologies generally involve specialized manufacturing, instrumentation, sensing, materials, electronics, and analytical or production systems. Examples of technology types include:

- Specialized optical and high-speed imaging equipment for experimental diagnostics;

- Radiation, chemical, pressure, and environmental sensing systems;

- Precision electrical and mechanical components;

- Advanced materials, coatings, bonding, and fabrication processes;

- Laboratory-scale mixing, processing, and production equipment; and

- Software, data-analysis, and instrumentation-support technologies.

A separate attachment to this posting provides the exact technology descriptions, applicable intellectual-property information, and available patent links. Prospective respondents should review that attachment to identify technologies that align with their capabilities.

Eligibility and Participation

Participation is open to U.S.-based SMBs that meet applicable U.S. Small Business Administration requirements. Preference may be given, when appropriate, to businesses located near participating DOE/NNSA sites and to businesses with designations such as SBA 8(a) or HUBZone.

Interested businesses may be evaluated based on:

- Technical and manufacturing capabilities;

- Relevant facilities, equipment, personnel, and experience;

- Ability to meet applicable quality, safety, security, and regulatory requirements;

- Ability to support low-volume production and government customers;

- Financial and organizational capacity; and

- Alignment with one or more of the listed technologies.

Selected respondents will be subject to vetting and due diligence before any matchmaking, licensing, or procurement activity occurs. Participation in this posting does not guarantee selection, a license, a purchase order, or a contract.

How to Respond

Interested businesses should contact the DOE/NNSA BUILTT program team at TPIP@nv.doe.gov with the subject line “BUILTT for DOE Pilot Technologies.” Responses should identify the respondent’s areas of interest and briefly describe relevant technical, manufacturing, and government-contracting capabilities.

Additional information may be requested during the evaluation process.

General Conditions

Submission of a response does not create an express or implied contract between the respondent and Mission Support and Test Services, LLC (MSTS), DOE, NNSA, NNSS, Y-12, or KCNSC. MSTS and the participating organizations are not obligated to review or evaluate any response, select a respondent, issue a CRL, place an order, or award a contract. Respondents are not entitled to compensation, damages, or remuneration if this posting is modified, suspended, canceled, or not followed.
