NAICS Code: 336999 – All Other Transportation Equipment Manufacturing Overview This is the only notice that will be published for this requirement. This announcement is a notice of intent to award a sole-source contract and does not constitute a request for competitive quotes. The Federal Bureau of Investigation (FBI) intends to procure one hundred thirty (130) Polaris RANGER 1000XP NorthStar Premium Law Enforcement Packages. This requirement will be sole-sourced to Polaris Gov & Defense Direct.

Statutory Authority The FBI intends to negotiate with only one source under the authority of FAR 6.302-1 (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements), based on:

A: Substantial duplication of cost to the Government that is not expected to be recovered through competition.

B: Unacceptable delays in fulfilling the agency’s requirements. (See 10 U.S.C. 3204(b)(B) or 41 U.S.C. 3304(b)(2). The Justification and Approval (J&A) is available upon request.) Capability Statement Requirements Interested parties may submit a capability statement to demonstrate how competition would be advantageous to the Government. To be considered, submissions must include:

Government Disclaimer Information received will be evaluated solely to determine whether to conduct a competitive procurement. The government retains absolute discretion to proceed with the sole-source award.

The Government will not reimburse any costs associated with preparing or submitting capability information. This notice is subject to change and does not bind the Government to solicit or award a contract.
