Notice of Intent to Award a Sole Source Contract This is a notice of intent to award a sole source contract to a Small Business (SB) and is not a request for competitive proposals. The United States Department of Agriculture (USDA), Farm Production and Conservation (FPAC) intends to award a sole source a purchase order with a Base and one twelve-month option period to Upstream Tech, Inc. to support the Natural Resource Conservation Service Easement Programs Division on Easement Land Use Change Detection.

Requirements: FPAC is initiating a pilot program to use the Lens tool specifically designed for easement monitoring which combines access to high resolution satellite imagery with built-in analysis and reporting tools. The platform provides a collaborative tool that enables stewardship staff, regardless of geospatial expertise, to quickly review and inspect remote data to address concerns about on-site conditions.

Lens' proprietary "Lens Lookout" feature allows users to receive automatic, custom-set notifications when there are changes on easement lands. Staff are alerted to changes in property ownership based on nation-wide parcel data, vegetation cover, and more, while reducing false positives. FPAC requires a subscription for the tool and consulting services for the implementation of the pilot program.

The proposed contract action is for commercial services for which the Government intends to solicit in accordance with (IAW) Federal Acquisitions Regulations (FAR) 13.5, Only one responsible source and no other supplies or services will satisfy agency requirement. The North American Industry Classification (NAICS) for this acquisition is 541690 Other Scientific and Technical Consulting Services.

This is not a solicitation for competitive quotes, however, if any other interested party believes that it can provide the required products, it may submit a statement of capabilities. Capability statements must display sufficient detail and evidence to determine if the party has the ability to provide the required products. The statement of capabilities must be furnished in writing and emailed to Sandra.Driver@usda.gov and Nancy.Harris@usda.gov by August 22, 2024 at 4:00 pm Eastern Daylight Time (EDT).

The government will not pay for information received in response to this announcement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This is a notice, and a solicitation will not be issued. Oral communications will not be accepted in response to this notice.
