The amendment C0001 is posted to provide responses to questions. To All Prospective Offerors, The Government Publishing Office (GPO) is soliciting proposals from qualified vendors interested in providing the services described in Section C of the attached solicitation. The supplies and services must be placed against the contract in accordance with the Material Management Acquisition Regulation (MMAR).

The purpose of this contract is to purchase Uniforms, Lab Coats, and Supplies, Laundering & Pick-up and Delivery Services to support the Security and Intelligent Documents Division (SID) of the Government Publishing Office (GPO) customers. The products, supplies and services must be placed against the contract in accordance with the Material Management Acquisition Regulation (MMAR).

GPO anticipates a Firm-Fixed Price (FFP) type contract consistent with the Materials Management Acquisition Regulation (MMAR II) 16.202. This procurement is a full and open competition, the purpose of this procurement is to award one contract according to the Scope of Work described in the RFP. GPO intends to procure the highest quality service possible.

The Government intends to award one contract resulting from this solicitation to the responsible Offeror whose proposal represents the best value to the Government after evaluation in accordance with the factors as set forth in this solicitation in accordance with MMAR 12 and 13. The Government also reserves the right not to award a contract in response to this solicitation. The procurement will utilize a Best Value Tradeoff process set forth in MMAR 15.101-1.

Offerors must clearly review Sections L and M of this RFP. Section L, Instructions to Offerors, of the RFP sets forth all instructions for the preparation and submission of required proposal contents. The Government will evaluate the Offeror’s proposal using the evaluation factors in Section M of the solicitation. It is the Government’s intent to award a contract without negotiations. Offerors are encouraged to present their best prices in their initial proposal submission.

However, should negotiations become necessary, the Government reserves the right to hold them. Questions in response to this solicitation shall be submitted to the Contract Specialist: Ms. Shawnita Hamm at shamm@gpo.gov and Saulat Rehan at srehan@gpo.gov by the due date listed above. All amendments to this RFP will be posted to the SAM website at https://sam.gov/. GPO bears no responsibility for data errors resulting from transmission or conversion processes.

Further, be aware that amendments to the solicitation are occasionally issued and will be posted on www.sam.gov. GPO advises interested parties to regularly check the www.sam.gov for amendments. Proposals received after the closing date and time will be processed as late and not considered for award. Offerors are responsible for ensuring that their proposals are received at GPO by the specified closing date and time.

Offerors must be registered in the System for Award Management (“SAM”) database prior to award at www.sam.gov. Issuance of this solicitation neither obligates GPO to award a contract nor does it commit to pay for any costs incurred by the offeror in the preparation and submission of a proposal. Award of a contract will be subject to funds availability following the proper completion of required GPO internal processes and other internal GPO approvals.
