The Centers for Disease Control and Prevention, Immediate Office of the Director/ Office of the Chief Operating Officer/Office of the Chief Information Officer/Office of the Director (CDC/IOD/OCOO/OCIO/OD) intends to award a sole source firm fixed price purchase order to Research Triangle Institute, 3040 E Cornwallis Rd., Triangle Park, NC 27709-2194 CDC’s primary objective is to provide the Office of the Chief Information Officer (OCIO) Statistical License Management Team detailed procedures to process Annual SAS Callable SUDAAN License Maintenance Renewals for Centers for Disease Control and Prevention (CDC) users agencywide to ensure continued use of the license software.

The Department of Health and Human Services (DHHS) contract is with the RTI (Research Triangle Institute) who manages the license agreement for SAS Callable SUDAAN Software. SUDAAN is a statistical software package used for the analysis and fine-tuning of statistical data for reporting purposes. SAS must interphase with SAS Callable SUDAAN when accessing large data. SAS-callable version of SUDAAN is installed as an add-on to SAS. SUDAAN is specifically designed for analysis of cluster-correlated data.

Research Triangle Institute (RTI) is the sole provider of this license agreement. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP). Interested persons may identify their interest and capability to respond to the requirement or submit proposals.

This notice of intent is not a request for competitive quotations; however, all quotations/responses received within five (5) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
