Supplemental Environmental Impact Statement (SEIS) for Ebbing Air National Guard

NOTICE OF INTENT TO SOLE SOURCE THIS IS FOR INFORMATION PURPOSES ONLY. The U.S. Army Corps of Engineers Fort Worth District intends to issue a firm fixed price, sole source contract to LEIDOS, UEI# QLNMVC12KWY3 in accordance with FAR 6.302-1(a)(2)(iii)(B).

USACE is utilizing LEIDOS to prepare a Supplemental Environmental Impact Statement (SEIS) that is technically and legally sufficient pursuant to provisions of the National Environmental Policy Act of 1969 [(NEPA), Title 42 United States Code (USC) Section 4321 et seq.], implemented by Council on Environmental Quality (CEQ) Regulations [Title 40, Code of Federal Regulations (CFR) 1500-1508], as updated, the 2023 Fiscal Responsibility Act’s amendments to NEPA, and 32 CFR 989, Environmental Impact Analysis Process (EIAP).

Leidos completed the initial EIS within an aggressive 12month timeline and worked the original noise modeling and mitigation. Their institutional knowledge of the project will allow the completion of the SEIS within the aggressive timeline required.

A determination by the Government not to compete this proposed acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFQ/RFP will be issued based upon this Notice of Intent.
