PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED.

Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This solicitation is being issued as a Request for Quote (RFQ) the number is RFQ #002386. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06.

This combined synopsis/solicitation for commercial items is in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. This notice will be distributed solely through the System for Award Management (SAM) Contract Opportunities website (SAM.gov). Interested parties are responsible for monitoring the SAM.gov site to ensure they have the most up-to-date information about this acquisition.

The North American Classification System Code (NAICS) is 237130 and the SBA size standard is $45 Million annual revenue. This is set aside 100% for small business. Requested Products/Services – The Federal Bureau of Investigation (FBI) requests open market pricing for the products/services listed in the attached RFQ.

Quote submissions shall meet all specifications listed with no substitutions; any submissions deviating from the specifications listed for this requirement may be considered “unresponsive.” SHIPPING/DELIVERY REQUIREMENT – All services to be performed/deliveries under this order shall be on-site/FOB destination to Mobile, Alabama.

Submission of Questions: Interested offerors must submit any questions concerning this solicitation, via email only, to the attention of Lance A. Smith, Contract Specialist, at lasmith4@fbi.gov no later than Wednesday, May 29, 2024 at 11:00 AM EST. Questions sent via any other means (i.e. telephone) will not receive a response.

Submission of Quotes: Quotes and all supporting documentation shall be submitted via email only, to the attention of Lance A. Smith, Contract Specialist, at lasmith4@fbi.gov no later than Monday, June 3, 2024 at 11:00am EST. Quotes sent via any other means (i.e. telephone) will not be considered. Quotes must be valid for 30 calendar days after submission. Once this RFQ has closed, update(s) regarding this requirement will be provided as soon as possible.

All interested parties will be notified of the outcome of this solicitation at the same time. No information regarding award status will be released prior to an official notification being sent; any individual requesting updates may not receive a response. SAM.GOV REQUIREMENT – Please ensure your firm is registered in System for Award Management (SAM). Effective July 29, 2012, all vendors must be registered on www.SAM.gov (SAM) to be considered eligible to receive government contracts.

The FBI is utilizing a new financial system that has a direct interface with the SAM. If any current FBI vendor data conflicts with SAM data, the information contained in SAM may override our current information. Please ensure that your company’s SAM information is updated and accurate. This includes:

TIN, EFT, DUNs, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization. Evaluation Factors – Award will be made to the lowest price/technically acceptable offeror.
