The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Mobomo LLC for continued maintenance of the CDC Sexually Transmitted Infections (STI) Treatment Guidelines Mobile Applications (STI Tx Guide app, iOS and Android) and the associated web-based administrative backend panel, in accordance with the Performance Work Statement. Mobomo LLC is uniquely qualified to perform this work.

Mobomo LLC was awarded the prior contract (75D30121F12792) in 2021 to complete testing and development of the STI Tx Guide apps and the web-based administrative backend panel, and has since maintained these systems, including their underlying source code, technical architecture, Ruby on Rails backend environment, CDC Bitbucket repository structure, and integration with CDC's cloud and Section 508 compliance requirements.

As a result, Mobomo LLC possesses institutional knowledge of the existing codebase, documented and undocumented technical dependencies, and established working relationships with CDC's Office of Informatics project team that would not be readily available to a new contractor. The DSTDP STI Treatment Guidelines are undergoing an extensive update, and continued, uninterrupted access to the mobile application is required for healthcare providers in the field during this period.

Transitioning maintenance responsibilities to a new contractor at this time would introduce unacceptable risk of service disruption, given the need for in-depth familiarity with the existing apps' functionality, the backend panel, ongoing bug resolution processes, and compliance obligations (including Section 508 and the SHARE IT Act).

A new contractor would require a substantial onboarding and knowledge-transfer period, during which the risk of gaps in app functionality, delayed bug fixes, or lapses in the 24-hour email response requirement to etools@cdc.gov would materially increase. This contract action is for information technology maintenance and support services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (Simplified Acquisition Procedures).

This notice of intent is not a request for competitive quotations; however, all quotations/responses received within three (3) calendar days (September 16, 2026) of the issuance of this notice shall be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
