The Medical Readiness Health Contracting Office-West (MRCO-W) is issuing this combined synopsis on behalf of William Beaumont Army Medical Center (WBAMC) which intends to negotiate a on a sole source basis, under the authority of FAR Part 13.106-1 (b), with LifeTech for a full service and maintenance contract for the following department of pathology, (lab) equipment: Nucleic Acid Processor QuantStudioDX (s/n) 287880996 and Analyzer Molecular Machine 7500 FASTDX (s/n) 275032160. This service will be procured as a commercial item in accordance with the procedures in FAR Part 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures).

The period of performance for the required maintenance agreement commences on 22 October 2024 and ends 21 October 2029 with four (4) one-year options. The sole source determination is IAW FAR 13.106 and based on very specific equipment that needs maintaining; The Nucleic Acid Processor QuantStudio DX and Analyzer Molecular Machine 7500 FASTDX are highly specialized in design and application requiring software and firmware updates and system components upgrades that are proprietary to the vendor.

LifeTech is the manufacturer of this system. The manufacturer is the only company that has specialized and technical knowledge as well as the necessary tools, manpower and repair parts to maintain this piece of equipment in an operable state. Another vendor was not located that had the technical and specialized knowledge and/or accessibility to repair parts for this system. Therefore, LifeTech is the one source reasonably available to meet the needs of the government. This is not a request for quote.

However, all interested parties may contact the Contract Specialist listed below. Sources interested in responding to this requirement must be able to provide compelling evidence that they can obtain/provide factory trained technicians and necessary replacement parts for the Nucleic Acid Processor QuantStudioDX (s/n) 287880996 and Analyzer Molecular Machine 7500 FASTDX (s/n) 275032160 as specified above.

A determination by the government not to compete this proposed contractual action based upon responses received is solely within the discretion of the government. Responses must be submitted electronically, via email, to elizabeth.a.orloski@health.mil. The deadline for the submittal of responses is 23 July 2024, 06:00 AM EST.
