Spatial Hydro-Ecological Support Customization for Fish-Cast Modeling and Data Visualization Notice of Intent This is a notice of intent to solicit from a single source. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.101(a)(1) and FAR 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a capability statement by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued.

A determination not to compete this action based upon responses received is in the sole discretion of the Government.

The U.S. Geological Survey (USGS), Northern Rocky Mountain Science Center intends to award a purchase order to Walker Environmental Research, LLC for the customization of USGS' existing platform, Spatial Hydro-Ecological Decision Support (SHEDS) system (https://ecosheds.org/), requiring a cloud-based modeling platform to generate real-time drought predictions of hydrologic conditions and fish population dynamics for valuable freshwater fisheries across the northern Rocky Mountains of the United States.

The work includes maintenance and expansion of the SHEDS system including 1) expansion of existing databases, models, and web applications, and 2) development of new web-based data visualization and modeling tools. The contractor will be expected to provide all personnel, equipment, tools, and materials to perform this work.

As the sole developer of SHEDS, Walker Environmental Research, LLC is the only source reasonably able to provide the technical services needed to ensure data continuity and seamless integration of new applications such as FishCast within SHEDS as the data pipelines and tools used to transform data and models for integration within SHEDS utilize proprietary software.

The NAICS code for this action is 541511 - Custom Computer Programming Services, associates size standard of $34 million; the PSC code is DD01 IT And Telecom - Service Delivery Support Services Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.5 entitled, Simplified Procedures for Certain Commercial Products and Commercial Services, FAR 13.106-1(b), and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items.
