The purpose of this notice is to satisfy the requirements of FAR Subpart 5.101(a)(1) and FAR 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a capability statement by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The U.S. Geological Survey (USGS), Northern Rocky Mountain Science Center intends to award a purchase order to Walker Environmental Research, LLC for the customization of USGS' existing platform, Spatial Hydro-Ecological Decision Support (SHEDS) system (https://ecosheds.org/), requiring a cloud-based modeling platform to generate real-time drought predictions of hydrologic conditions and fish population dynamics for valuable freshwater fisheries across the northern Rocky Mountains of the United States. The work includes maintenance and expansion of the SHEDS system including 1) expansion of existing databases, models, and web applications, and 2) development of new web-based data visualization and modeling tools. The contractor will be expected to provide all personnel, equipment, tools, and materials to perform this work.
