RADAR SYSTEM Sources Sought The U. S. Geological Survey (USGS) is conducting market research to determine the availability of qualified businesses capable of providing radar systems as described in the attached Salient Characteristics. This Sources Sought announcement is not a request for quote or proposal and the Government is not committed to award of a purchase order or contract pursuant to this announcement.

The information resulting from this market research is simply for planning purposes to assist the Government in determining its acquisition strategy. The Government will not pay for any costs incurred in the preparation of information for responding to this notice.

The North American Industry Classification System (NAICS) code 334511, which is defined as "Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing," and associated size standard, 1250 employees, applies to this announcement. All responsible sources may submit a brochure and/or technical specifications detailing the ability of their product to meet the Salient Characteristics included in this announcement.

Responses to this announcement shall only be accepted through electronic mail addressed to eadam@usgs.gov and must be uploaded and received in their entirety no later than Wednesday, August 28, 2024, at 1000 ES. Responses submitted by hardcopy shall not be accepted or considered. SALIENT CHARACTERISTICS Ground-based interferometric synthetic aperture radar system with power and control electronics. LEICA GEOSYSTEMS / IDS GEORADAR RADAR SYSTEM, BRAND NAME OR EQUAL Parts of the brand name items include:

1. Refurbished IBIS-FM System: includes Sensor, Linear Scanner, Power Supply, Power Supply internal batteries and Field Laptop. a) IBIS-FM System Basic, Part# 52535 b) Data logger PC, Part# 918698 2. IBIS FM License, Qty. 1 The following are the salient characteristics that will be used to determine if other than the brand name is equal to the items that meet USGS requirements:

1. System must be capable of sub-millimeter deformation monitoring of landslides and other geologic features at up to 4.5 km range using ground-based 2-meter synthetic aperture interferometric radar.

2. Radar system must operate on a wavelength already approved by FCC licensing requirements for U.S. government use (e.g., 17.1-17.3 GHz).

3. System must have an autonomous, efficient, power supply capable of powering the radar system remotely.

4. System must be compatible with existing USGS system already in use (IDS IBIS-FM or similar).

5. Replacement parts for radar, control, and power supplies, should be readily replaceable in an efficient manner.

6. System must have ability to upload data to the internet for remote data archiving and data processing.

7. System must be portable and able to be flown by helicopter to remote field sites.
