Phytoplankton Analysis REQUEST FOR QUOTE INTRODUCTION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations/proposals are being requested and a separate written solicitation will not be issued.

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-05 was published in the Federal Register May 22, 2024. This acquisition is set aside for small businesses. DESCRIPTION The US Geological Survey, Water Science Center, requires the analysis of phytoplankton as described in the attached Statement of Work. SUBMISSION OF PROPOSALS All services will be performed at the vendors location.

RELEVENT INFORMATION The North American Industry Classification System (NAICS) code 541380, Testing Laboratories and Services and associated size standard 19 applies to this announcement, along with Product Service Code B504 Special Studies/Analysis/Chemical/Biological. This service is subject to the Service Contract Labor Standards Wage Determinations. All questions must be sent directly to rlujan@usgs.gov by 08/06/2024 at 0800 hours central time.

Quotes shall only be accepted through electronic mail addressed to the Contract Specialist Rupert Lujan at rlujan@usgs.gov. All proposal documents required by this solicitation must be uploaded and received in their entirety no later than at 08/09/2024 at 0800 hours central time. Proposals submitted by hardcopy or any web portal shall not be accepted or considered.

Offerors are to include a technical description of the services being offered in sufficient detail to evaluate compliance with the requirements in the solicitation as seen in the statement of work (see Attachment). This may include product literature, references, or other documents, if necessary.
