8 January 2024 - Government published responses to industry recieved questions via attachment to this announcement. The U.S. Army Contracting Command – Aberdeen Proving Ground (ACC-APG), on behalf of the Project Manager (PM) Integrated Personnel and Pay System – Army (IPPS-A) under U.S. Army Program Executive Office Enterprise Information Systems (PEO EIS) is seeking information on a DRAFT Request for Proposal (RFP) and corresponding attachments in support of Army Military Pay.

Participation in response to this DRAFT RFP will not preclude any vendor from responding to future acquisitions, either individually or as part of a team. Marketing brochures and/or capability statements will not be considered adequate information in response to this RFI. This is the second DRAFT RFP that has been released for comment on SAM.gov. The USG is seeking feedback/comments on the DRAFT RFP and corresponding attachments. Additionally, the USG is seeking specific information/recommendations on the following:

Draft CDRLs and Draft QASP – Please review the identified Draft CDRLs and Draft QASP that correspond to the Draft PWS. Please provide feedback for best practices to streamline and gain effectiveness and efficiencies with agile software development methodologies and best practices specific to the anticipated AMP solution. Anticipated CLIN Structure – Please provide feedback on the proposed CLIN structure for agile software development.

(Responses to this specific information may also be included in the Excel Workbook discussed in the next paragraph.) Responses are not limited to a page count. Responses shall be provided in the MS Excel Workbook provided in the attachments section and entitled, "IPPS-A AMP DRAFT RFP_Comments Feeback_22 NOV 2023". The font shall be Times New Roman or Arial and no smaller than 10pt with at least a one-inch margin.

Please use the following filename format: “<Your company name> Response to IPPS-A AMP DRAFT RFP_22 NOV 2023”. This information is for informational and planning purposes only. The USG will not pay for any information submitted or for any costs associated with providing this information. All contractors interested in this RFI must be registered in System for Award Management (SAM). This DRAFT RFP is for informational and planning purposes only and shall NOT be construed as a Request for Proposal (RFP).

The USG does not intend to award a contract on the basis of this DRAFT RFP. RESPONSES are required no later than 1 December 2023 at 4:00PM Eastern Daylight Time (EDT) by electronic mail (email) at no cost to the Government, to Kristin Height at kristin.m.height.civ@army.mil, Contracting Officer and Robin Delossantos at robin.m.delossantos.civ@army.mil, Contract Specialist. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED.

Questions regarding this notice are required no later than 29 November 2023 at 4:00pm Eastern Daylight Time by email to Kristin Height and Robin Delossantos at the aforementioned email addresses. All information provided will not be returned and will be protected in accordance with the identified markings. If a FINAL RFP is generated at a later date, a solicitation notice will be published. NO award will be made as a result of this DRAFT RFP. Mark all submitted contractor proprietary information accordingly. The Government may request one-on-one engagements following your submission to obtain clarification and ensure proper understanding of the submitted response.
