Notice of Intent to Award Sole Source, SMS Software Modules, Licensing and Maintenance

SPECIAL NOTICE: The U.S. Army Contracting Command, Aberdeen Proving Ground (ACC-APG), in accordance with FAR 6.302.1 (only one responsible source and no other supplies or services will satisfy agency requirements) intends to negotiate on a sole source basis with Spider Strategies, Inc. {2221 S. Clark St., Arlington, VA 22202- 3745), for continued services on the Strategic Management Systems software modules, enterprise licensing, maintenance and administration of performance management software and supporting subject matter expertise.

A redacted Justification and Approval will be published after award of the modification. The Strategic Management System software is proprietary to Spider Strategies; there are no authorized resellers for this software.

Spider Strategies is the only vendor capable of providing the required services as the SMS software and licensing is proprietary to Spider Strategies, Inc. Awarding services for an Army performance measurement system to a new vendor to replace the current capability would result in a new program start. NAICS 541511 applies.

This notice of intent is not a request for competitive proposals, however; any responsible source who believes it is capable of meeting the requirement may submit a capability statement to the contracting office no later than 31 May 2024, (12:00PM, NOON, EST). A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. The Government intends to award a contract extension for this requirement on or about 07 June 2024.
