Cold Regions Test Center Vehicle Rentals

This is amended to change Rental Description/Specifications Background: Cold Regions Test Center (CRTC) will be conducting two tests during January/February 2024. Requirement: Cold Regions Test Center requires a total of four (4) full sized SUVs that are fully winterized and AWD/4WD, that are capable of carrying at least seven (7) personnel each with an extended cargo area for luggage/equipment and nine (9) large cab/full sized, four-door trucks fully winterized and AWD/4WD, that are capable of carrying at least five (5) personnel each to support these tests and transport soldiers to/from their units and to participate in cold weather testing from 15 January 2024 – 10 February 2024. These vehicles will be picked up and returned in Anchorage.

Cold Regions Test Center requires one (1) large cab/full sized, four-door trucks fully winterized and AWD/4WD, that is capable of carrying at least five (5) personnel to support these tests and transport soldiers to/from their units and to participate in cold weather testing from 22 January 2024 – 2 February 2024. This vehicle will be picked up and returned in Fairbanks.

Below specifically details the Total Vehicle quantities needed, broken down by pick up/drop off location and date: Anchorage Requirement - (Pickup Anchorage 15 January - Return Anchorage 10 February) • Four (4) full sized SUV (capable of seating 7 each) fully winterized and AWD/4WD • Nine (9) large cab/full sized, four-door trucks (capable of seating 5 each) fully winterized and AWD/4WD Fairbanks Requirement - (Pickup Fairbanks 22 January - Return Fairbanks 2 February) • One (1) large cab/full sized, four-door trucks (capable of seating 5) fully winterized and AWD/4WD Note: Below specifically details the two (2) separate lines of accounting for this requirement.

LOA1 (AMSS)- (Pickup Anchorage 15 January – Move charges to LOA2 3 February) • One (1) full sized SUV (capable of seating 7) fully winterized and AWD/4WD • Three (3) large cab/full sized, four-door trucks (capable of seating 5 each) fully winterized and AWD/4WD LOA1 (AMSS)- (Pickup Fairbanks 22 January – 2 February) • One (1) large cab/full sized, four-door trucks (capable of seating 5) fully winterized and AWD/4WD LOA2 (NGSW)- (Pickup Anchorage 15 January - Return Anchorage 10 February) • Three (3) full sized SUV (capable of seating 7 each) fully winterized and AWD/4WD • Six (6) large cab/full sized, four-door trucks (capable of seating 5 each) fully winterized and AWD/4WD LOA2 (NGSW)- (Charges moved from LOA1 3 February – Return Anchorage 10 February) • One (1) full sized SUV (capable of seating 7) fully winterized and AWD/4WD • Three (3) large cab/full sized, four-door trucks (capable of seating 5 each) fully winterized and AWD/4WD Cold Regions Test Center, Fort Greely, AK is considered an OCONUS location.

The trucks will be used for soldier transport only; no required tow package or gross vehicle weight required. The estimated value of this effort is $30,831.90 including estimated sales tax and airport drop off (Fairbanks location) all options and extensions in accordance with FAR 52.217-8. Miles per day will vary depending on the test location and vehicle usage and is estimated above. Rates include maintenance and unlimited mileage.

An 11% Airport concession fee will apply for vehicles picked up in the vicinity of Fairbanks International Airport, and an 18% concession fee will apply for vehicles picked up in the vicinity of Anchorage International Airport. Rentals less than 90 days will be assessed a State of Alaska Vehicle Tax of 10%. Preventative maintenance and emergency repairs, if required will be the responsibility of the rental company.
