Steris Sterilization Equipment Maintenance Services in support of Bayne Jones Army Community Hospital (BJACH), Chesser Dental Clinic and Shira Dental Clinic, located at Fort Johnson, Louisiana

Offer shall submit quote in electronic form via email no later than 2:00PM, Central Standard Time, 28 August 2024. The point of contact for this solicitation is the Contract Specialist J. Chris Finkenstadt, john.c.finkenstadt2.civ@health.mil and the Contracting Officer Albert Lee, albert.a.lee.civ@health.mil. Offer shall be submitted via e-mail only. Quotes received after 2:00 P.M., CST on 28 August 2024 will be late and will not be considered for award.

Failure to submit the required documentation as specified in the following paragraphs will make the Offeror non-compliant and ineligible for award. It is vital that the Offeror follows the instructions provided and adhere to page limits specified. Questions shall be submitted in electronic form via email no later than 2:00PM, Central Standard Time, 21 August 2024. No questions will be entertained after this date. Do not submit multiple emails for questions.

The point of contact for this solicitation is the Contract Specialist J. Chris Finkenstadt, john.c.finkenstadt2.civ@health.mil and the Contracting Officer Albert Lee, albert.a.lee.civ@health.mil . This requirement is subject to the availability of FY25 funding. If five (5) or fewer quotes are received, the Government will evaluate all quotes for technical acceptability. If more than five (5) quotes are received, the Government will then evaluate the five (5) lowest priced quotes for Technical Acceptability.

However, the Government reserves the right to evaluate additional quotes for technical acceptability if deemed to be in the Government’s best interest. If additional quotes are evaluated for technical acceptability, they will be evaluated in the order of increasing total evaluated price, when the agency determines that none of the initial five (5) lowest priced quotes are qualified as acceptable.

The agency will reject and not consider for award any quote found technically unacceptable and ineligible for award under the terms of this RFQ, in the absence of discussions. The Government intends to award a single purchase order resulting from this RFQ to the responsible quoter whose services are technically acceptable and quotes the lowest overall price.

A responsible quoter also pertains to the Contracting Officer taking into account any other reasonable basis of a contractor's responsibility to perform and if terminations for cause exist within the Contracting Officer's knowledge. Pricing will be deemed fair and reasonable based IAW FAR 13. The Government also intends to make award without conducting discussions (except communications conducted for the purpose of minor clarification).

Therefore, the quote should contain the offeror’s best terms from a price standpoint. However, the Government reserves the right to conduct discussions if it is later determined by the contracting officer to be necessary. See the attached Request For Quote (RFQ) No. W81K00Q0171 and follow the instructions as stated within the official attached RFQ. An authorization letter to conduct services from the original equipment manufacturer shall be submitted with quote.
