The Medical Readiness Contracting Office-West (MRCO-W), Brook Army Medical Center (BAMC), intends to award a Firm Fixed-Price, sole source contract to Elsevier inc., a large business, under authority FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name.

The purpose of this FY24 requirement is to contract for Elsevier's inc Shadow Health software in support of the BAMC department of Hospital Education JBSA, Fort Sam Houston. Award will be on or about 1 July 2024. This service contract is commercial in nature and will be a firm fixed price contract. The applicable NAICS code for this requirement is 513210, Software Publishers, with a size standard of $47 million.

The period of performance will be from 1 OCT 2024 to 30 SEP 2025. This notice is not a request for competitive quotes. No requests for capability briefings will be honored as a result of this notice and any information provided will not be used as part of any subsequent solicitation requirement. No telephonic inquires will be honored. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract for Shadow Health software from Elsevier inc. The Contracting Officer determined that the circumstances of the contract action deem only one source reasonable available. A solicitation will not be published.
