The U.S. Department of Agriculture, Animal Plant Health Inspection Services, Plant Protection and Quarantine Facility in Edinburg, TX is in need of a Firm Fixed Priced Indefinite Quantity, Indefinite Delivery contract for Wheat Germ in accordance with specifications . All cost to include but not limit to:
overhead, general and administrative, profit, insurance, and transportation. The period of performance is not to exceed five years. Federal Acquisition Reglation ( FAR) 52.209-4 First Article Approval-Government Test Samples will be required at no additional cost to the government BACKGROUND The Mexican Fruit Fly (MexFly) Rearing Facility for the last 28 years has been rearing fruit flies in the Rio Grande Valley. The current production of pupae is currently set at 150 million pupae per week.
The Wheat Germ Meal is used as a vital source of protein in the diet for the larval development of the Mexican Fruit Fly. Currently there is no other product evaluated as effective as the Wheat Germ Meal. This requirement is being issued Unrestricted. The North American Industrial Classification System Code(s) and business size standard(s) describing the products to be acquired under this solicitation is listed below:
NAICS 311211 Flour Milling Size Standard 1,050 Employees Product Specifications. Wheat Germ Meal A. 25% Protein content (minimum) B. 15% Moisture content (maximum) C. Free of contaminants such as, but not limited to, parasitic worms or nematodes, parasites, fungi, bacteria, and yeast documented as harmful to insect rearing or associated with human disease D. Free of pesticide/chemical residues that will adversely affect fruit fly production Estimated Quantity.
Estimated quantities is 5 or 6 deliveries per year The Contract Minimum is 1 Delivery of 800 (50lb) Bags per year and the Maximum is 8 Deliveries of 800 (50lb) bags per year. Delivery orders shall be placed against this contract for shipments. The delivery schedule will usually be 800 bags every 76 days but vendor must be flexible due to unpredictable temporary changes at the facility. The first order will be for 3 Deliveries if 800 (50lb) bags = 2,400 bags total.
First delivery of 800 bags is needed as soon as possible and remaining two deliveries will be 76 days for each. Bioassay and First Article Testing. The contractor shall supply a 5-pound sample bag (First Article) of the Wheat Germ Meal for testing by the Government. The sample shall be received three weeks prior to issuing contract. The Government intends to provide the full package for solicitation number 12639524Q0224 and all amendments via this web site.
