This is a Sources Sought Notice ONLY. The U.S. Government has a requirement to procure 38 Cart Computer/Video Monitor Workstation on Wheels. The Workstation on Wheels are required to assist clinicians in meeting the Defense Health Agency (DHA) requirement for Barcode Medication Administration (BCMA) standards at the William Beaumont Army Medical Center (WBAMC).
Be advised that the U.S. Government will not be able to set aside this requirement if two or more small businesses do not respond with information to support the set-aside. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price.
This notice is issued solely for information and planning purposes – it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice.
The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Governmentwide Point of Entry. It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement. The anticipated NAICS code(s) is 334111 – Electronic Computer Manufacturing, with a size standard of 1250 employees. In response to this sources sought, please provide:
1. Name of the firm, point of contact, phone number, email address, UEI, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code.
2. Information to help determine if the requirement for the 38 Workstation on Wheels is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc.
3. Identify how the Army can best structure these contract requirements to facilitate competition by and among small business concerns.
4. Recommendations to improve the approach/specifications/draft to acquiring the identified items/services.
5. Please make sure to provide lead time to manufacture the 38 Workstations on Wheels.
1.Essential Characteristics: a.Seller shall provide the most current system b.Must be TAA (Trade Agreements Act) compliant c.Must have ergonomic keyboard tray with left/right to ensure wrists remain in neutralposition during data entry d.Must have four port USB hub, scanner holder bracket, mouse holder and tray, wrist rest,storage basket, cable storage, four lockable casters, keyboard lights, secure compartment forCPU and LCD lift pivot arm e.Must be designed for users 5'0" to 6'1" tall and for prolonged sitting or standingapplications f.Max cart weight should be no more than 97 lbs g.Full cart must be certified to UL/EN/IEC 60601-1 and CAN/CSA C22.2 No.601.1 M90 h.Must comply with EMI limits of FCC Part 15 Class A i.Surface must be treated with antimicrobial for product protection j.Work area should be large with dimensions of at least: 22.4"W x 19.75"D k.Must have lockable, ventilated enclosed storage for closed notebook, thin client or CPU l.CPU lock provided inside the storage compartment for additional security m.Must be designed to meet guidelines established by the American National StandardsInstitute for computer use n.Keyboard lights must have 15-minute auto shut off o.Must accommodate multiple PC/CPU/laptop/notebook configurations including up to a17.3” widescreen p.Must have compact wheel-to-wheel base dimensions of up to 15.5" x 17" q.Must have Mounting standards of:
VESA FDMI MIS-D, 100/75, C (hole pattern: 100 x100 mm & 75 x 75 mm) r.Must have VAC: 120/60Hz s.Must have grounded plug: NEMA 5-15P Hospital Grade t.Must come with batteries u.Cart must be shipped fully assembled and easily accessible from container v.Shipping Dimensions shall be no larger than: 56.5"H x 34"W x 24.5"D w.No refurbished or reconditioned items; items must be new x.Must have two (2) operating manual(s) y.Seller must be an authorized dealer, distributor, or reseller for the proposed system z.Seller must provide a warranty for the system in accordance with Original EquipmentManufacturer (OEM) aa.
Warranties: Must provide 2 year minimum for all components 2.Delivery Requirements: a.Delivery of equipment no later than 60 calendar days from award of contract. b.The seller shall ensure the package is appropriately marked with the contract number, delivery address, and contracting officer representative information—no partial delivery is authorized.
Shall notify contracting officer representative three business days before delivery to include providing tracking information. c.Delivery during business hours of 08:00 to 15:00hrs MST, Monday through Friday, except weekends and Federal Holidays. d.Seller is responsible for providing proper tools and equipment for offloading and inside delivery to required location.
